From your question this morning, I assume some Councillors are suggesting that staff should explore the feasibility of introducing curbside collection.

I have a couple of links to CIF reports that might help you out below, but right off the top I can say that with your huge amounts of roads, thin population, seasonal residents, dead end cottage roads, deep snow winter conditions etc. etc. you will pay dearly for a weekly curbside collection.  It comes down to driving many miles to collect a few tonnes of recyclables.  So blue box collection is likely too costly for you. If you went to biweekly autocart collection you would save some but again, your distances are high and tonnage low. You would also need to consider collecting garbage in carts on alternate weeks. That means buying 2 carts/stop. If you want to keep 2 stream recycling, then 3 carts/stop capital expenditure before you turn a wheel.

Read this autocart report first… Autocart Study p888  and feel free to circulate it to councillors.

If you already collect garbage curbside, and the goal is to increase diversion, just adopt bag limits and garbage in clear bags. No cost to the muni and good results. See this report:  Clear Bag Guide

This one has some considerations, costs and strategies for smaller municipalities Dufferin Report

Based on a recent RFP experience I can say that there are significant savings for collecting everything every other week. I do agree with everything above. starting a program like this is a one way venture, once the service is provided I don't think you can take it away again...

Good luck
